Democratic can only be if in every affecting people case the people themselves can choose by referendum and if 85% say yes and not less then 85% say yes then the will from the people will be done....Government should only provide what the people want and explain in detail their plans which does not mean without referendum which is the ultimate voice which can be done or rejected.
