Hope the winner gets to stash away enough loot in case he has to flee.

In an attempt to avoid this scenario he will of course have to skim funds to buy support in regions beyond his control.

He'll also have the joy of trying to ensure only the "bad drug lords" are raided (Those that don't give him money) and this will require coordination with the occupiers/liberators.

Then he gets to try to establish authority while being able to provide hardly any services in most areas (Compared to the various factional leaders to whom more allegiance is given in their respective areas).

All of that hard work would make a guy want to give himself a bit of a "bonus"...the "liberators" will understand...ppl in the outside world will understandtoo.
